What problem does the initiative address ?
According to an NCBI publication, about 1% of the 41,652,938 people in Uganda have access to health insurance due to expensive health insurance premiums, insurance underserve and bias towards insurance. This increases the out of pocket expenditure towards medical bills while putting lives at stake as there is no individual healthcare plan incase of illness, need for antenatal care or an emergency. This has in-turn led to increased poverty, frustration to government health programs and unnecessary dependence on government and donor aid as the number of uninsured citizens is innumerable. The situation hardly changes when one goes to Kenya where only 20% of the 48,466,928 citizens have access to health insurance.
The East African Community(EAC) Common Market Protocol of free movement of citizens, labour, goods, capital and the rights of establishment and residence of citizens in East Africa further wideness the challenge as EAC citizens freely cross borders with a healthcare plan and over 1,700,000 Kenyan and Ugandan citizens cross the boarder for different reasons annually.
Detailed description of the initiative
For the uninsured in East Africa, clinicPesa Ltd provides access to healthcare financing, that is more convenient and affordable than the traditional Insurance, through a digital micro-savings and loans platform for setting aside dedicated healthcare funds used to offset medical bills and purchase drugs in time of need at any clinic, hospital or pharmacy registered by our platform.
ClinicPesa is a social economic impacting innovation, implemented under the East African Community (EAC), together with strong support from the German Government (GIZ). The initiative was commissioned in 2017 with an initial plan to run in Uganda and Kenya first, before replication to the other EAC partner States. Its model validation was conducted in Uganda, now moving to Kenya while scaling up the validated models in the given market.
ClinicPesa’s goal is to close the gap of innumerable uninsured East African Community citizens with respect to healthcare and medication coverage using Information Technology, as well as enhance cross border health protection to support the EAC Common Market protocol that includes free movement of citizens, labor, capital among others.

The targeted EAC citizens for this model are living in the rural, urban and peri-urban areas of East Africa and majority are low income earners.
The targeted market is further divided on the basis of income, as East Africa has four major income levels including : High Income, Middle Income, Lower-Middle Income and Lower Income. The strongest impact base is with the lower income (70-90%), lower middle income (60- 70%), middle (30-40%) and high income (5-10%). The primary focus is on primary, secondary and tertiary healthcare.
